For Constable Harris County Precinct 5

As the constable of a precinct, the goal is to provide law enforcement services and serve civil processes. My aim will be to improve the quality of life for our citizens by working collaboratively with area law enforcement, commissioner’s court, our community, and our contract holders to prevent crime, enforce the law, reduce fear, increase mobility and target violent offenders for prosecution.

I look forward to serving you in the future.

A little about Randy

  • Randy Newman grew up in Katy, Texas, and moved to Precinct 5 Harris County in 1993. Randy has served in Texas law enforcement since 1993 and holds a Master Peace Officer license.
  • He is currently commissioned with Waller County Constable Precinct 4 handling internal affairs and works as a Contract District Security Officer (DSO) for United States Marshal’s Service Southern District of Texas.
  • Randy has had careers in private businesses where he was the Director of Operations for National Oilwell Varco, President of Southwest Oilfield Products, and Owner of AmeriFrac LLC.
  • Throughout Randy’s career, he has pushed for equality in hiring, promotions, and fostered many careers regardless of race, sex, or religion. It is his belief that companies and organizations greatly benefit from diversity not only through multicultural experience but making the workplace more enjoyable and productive.
  • During the private industry time, Randy wanted the employees to know how important they are so he started college funding programs and benefit-cost reductions for employees.
  • Randy has lived in China, Ukraine, Japan, Austria, and learned valuable lessons in dealing with persons from different cultures and how we can all work together.
  • Randy has attended Texas State Technical College, University of Houston, University of Chicago Booth School of Business, and the University of Phoenix.
